Preliminary Information

RUSD MISSION STATEMENT:  The mission of the Rowland Unified School District, the progressive international community united in learning, is to empower students so that each actualizes his or her unique potential and responsibly contributes to a global society, through a system distinguished by rigorous academics, innovative use of technology, creative exploration, and nurturing learning experiences.

Role of the Board:  The Governing Board is elected by the community to provide leadership and citizen oversight of the District's schools.  The Board works with the Superintendent to fulfill its major role, including:

  1. Setting a direction for the District;
  2. Providing a basic organizational structure for the RUSD by establishing policies;
  3. Ensuring accountability; and
  4. Providing community leadership on behalf of the District and public education.

Educational Services Report - Student California Assessment of Student Performance and Progress (CAASPP) Assessment Presentation  

Oral Presentation - Teresa Healy, Assistant Superintendent Educational Services, Dr. Brian Huff, Director of Instructional Support, and Educational Services Team.

This report will provide an overview of the 2015 California Assessment of Student Performance and Progress (CAASPP) baseline results, with a focus on Smarter Balanced Assessment Consortium (SBAC) results in English Language Arts/Literacy and Mathematics in grades 3-8 and 11. The report will also provide an update on 2015 Title III Accountability results on the progress of English learners in the District.

The Board will review and practice the required technology program change from the legacy CSBA Agenda Online format to the new Agenda Online format.

1. Resolution No. SO 15-16:02 - Compensation for Board Member      (D)  (V)  
 

Receive and approve Resolution No. SO 15-16:02 to compensate Board President, Judy Nieh, for her absence at the September 8, 2015 Board of Education regular meeting, since her absence at the time of this meeting was due to hardship.

         
2. UPDATED Course of Study & Textbook Adoption - AP United States History      (D)  (V)  
 

The AP U.S. History course itself focuses on developing students’ understanding of American history from approximately 1491 to the present. This past year the A.P. Board redesigned the May test addressing concerns that had been expressed from educators, historians and interest groups resulting in a totally new course framework that teachers will now begin utilizing to prepare for the upcoming tests. National Geographic/Cengage has published a 16th edition textbook which includes numerous changes to reflect those now presented on the test.

The Rowland Unified School District currently has approximately 300 students enrolled in the Course of Study for AP United States History at Nogales and Rowland High Schools.  The adoption of the new The American Pageant: A History of the Republic Advanced Placement Edition - 16th Edition will equate to approximately $50,000.00.  The purchase will include the student textbook, eBook for 6 years, Fast Track test preparation publication available in textbook and online resource along with all teacher materials.

         
3. Approval of Name - Rowland Instructional Center (RIC)      (D)  (V)  
 

Approve the repurposing of the former Santana High School site and rename it to be known as the Rowland Instructional Center (RIC) to be used for the purposes of providing a facility for District Instructional Coaches, employee professional development, and parent and community meetings

         
4. Approval of Purchase Order No. A900714 - BLX Group LLC      (D)  (V)  
 

Approve Purchase Order No. A900714 in the amount of $4,750.00 to the BLX Group LLC, for preparation of the Interim Arbitrage Rebate Report in connection with the Rowland Unified School District, $48,000,000.00, General Obligation Bonds, 2006 Election, Series A.

         
5. Approval of Contracts/Agreements of Consultant Services and Others      (D)  (V)  
  Approve and/or ratify the Contracts/Agreements of Consultant Services and Others as listed on the attached.
         
6. Job Description: Director of Elementary Education      (D)  (V)  
 

Approve the Job Description for Director of Elementary Education and assign to the District Leadership Team (DLT) Salary Range Schedule.

         
7. Nogales High School Minimum Day/Report Card Night Change      (D)  (V)  
 

Approve the request from Nogales High School to change their minimum days and Report Card Night currently calendared for October 15 and 16, 2015 to October 8 and 9, 2015.
